What replaced PASI in Oman?
The Social Protection Fund. The Social Protection Law (Royal Decree 52/2023) came into force on 1 July 2023 and absorbed the Public Authority for Social Insurance into a single fund covering the whole social protection system. Guidance published before that date still refers to PASI, so payroll configured against the older rules needs revisiting.
Do expatriate employees contribute to social protection in Oman?
Yes, and this is the change that catches employers out. The 2023 law extended coverage to private-sector expatriate employees for the first time, where the previous PASI regime covered Omani nationals only. Magnar contributes for Omani and expatriate staff under their respective rules in the same pay run.
